Saint Paul Police Officer Brett Palkowitsch is on trial for violating the civil rights of an unarmed black man by kicking him on the ground while his dog mauled him. The victim, Frank Baker, suffered a punctured lung and a broken rib on top of the dog bites that have left his legs scarred for life. The incident was caught on tape by a dash cam video.
