Jersey City Officer Stephen Wilson Caught in Online Predator Sting

Jersey City Police Officer Stephen Wilson was caught in an online predator sting after traveling to Atlantic City hoping to meet a pair of underage girls for a good time yesterday. Those girls turned out to be adult that were corresponding with Wilson online. They had infiltrated in an incent chat group and agreed to provide Wilson with "access" to what he believed were two prepubescent girls in exchange for $200. The decoys claimed that the girls were 10 and 8 years of age. Wilson also agreed to bring condoms if he intended to engage in sexual intercourse with the children. He had condoms and over $500 in his possession when he was arrested. Wilson was booked into the Atlantic County Jail on charges of Conspiracy to Commit Human Trafficking (1st degree), Attempted Aggravated Sexual Assault (2nd degree), and Endangering the Welfare of a Child (3rd degree). Jackson Police Officer Derrick Thomas Arrested for Domestic Assault

Jackson Police Officer Derrick Thomas was arrested for aggravated domestic assault yesterday after his girlfriend was taken to the hospital. Not much is known about his case beyond that. The incident took place at Thomas' home in Edwards, he was arrested by the Hinds County Sheriffs Office, and was booked into the Raymond Detention Center. We were able to get a copy of Thomas' inmate profile from the HCSO website and are uploading it as a PDF with this article. Springfield Police Officer Taylor Staff Arrested for Sexual Assault

Springfield Police Officer Taylor Staff was arrested today for sexual assault, custodial sexual misconduct, and official misconduct. He was booked into the Sangamon County Jail on $250,000 bail, but has since been released. Not much has been released to the public about the specifics of Staff's crimes other than some brief statements from the Illinois State Police saying that Staff has at least three victims and his crimes took place while he was on duty between January and July of 2020. Without further details we can only speculate as to the depths of Staff's depravity. The crime of custodial sexual misconduct in the state of Illinois is defined as: "(a) A person commits custodial sexual misconduct when: (1) he or she is an employee of a penal system and engages in sexual conduct or sexual penetration with a person who is in the custody of that penal system; (2) he or she is an employee of a treatment and detention facility and engages in sexual conduct or sexual penetration with a person who is in the custody of that treatment and detention facility; or (3) he or she is an employee of a law enforcement agency and engages in sexual conduct or sexual penetration with a person who is in the custody of a law enforcement agency or employee." - https://ift.tt/3urKKzo From that definition we can conclude that Staff is accused of engaging in sexual conduct with at least one person who was in his custody. The crime of criminal sexual assault in the state of Illinois is defined as: "(a) A person commits criminal sexual assault if that person commits an act of sexual penetration and: (1) uses force or threat of force; (2) knows that the victim is unable to understand the nature of the act or is unable to give knowing consent; (3) is a family member of the victim, and the victim is under 18 years of age; or (4) is 17 years of age or over and holds a position of trust, authority, or supervision in relation to the victim, and the victim is at least 13 years of age but under 18 years of age." - https://ift.tt/3bEr7eO From that definition we can conclude that Staff used force, a threat of force, knew the victim was not able to give knowing consent due to an inability to understand (ex: retarded), was a family member under the age of 18, or he simply held a position of trust, authority, or supervision in relation to the victim. That last possibility is consistent with the other charge of custodial sexual misconduct. There were three victims, but the media has not said if there is more than one count of violating each statute. It is possible that the charge of official misconduct could have been some random illegal activity committed against one person, the charge of custodial sexual conduct could have been from what would have otherwise been consensual sex with a detainee, and the sexual assault could be from raping a third person. It is also possible that he was charged with violating those statutes against each of the three victims which would be consistent with detaining and screwing members of the public. We do not know anything about the victims or exactly how he violated them. They could have been female prostitutes that he let off with a warning if the got him off, men raped through the anus, or maybe even teenagers, but the lack of any child molestation charges indicates that they were probably older. We could continue speculating, but would rather wait until more is known. According to public records Taylor Nicholas Staff is a 26 year old resident of Springfield, Illinois. His last known address was 2323 S. Willemore Ave, Springfield, Illinois 62704. We are making that address available because Staff has been charged with what appears to be predatory sex crimes. San Francisco Officer Dean Taylor Arrested for Attacking 11 Year Old

Retired San Francisco Police Officer Dean Taylor was arrested on February 12th for attacking an 11 year old boy after a group of neighborhood kids repeatedly rang his doorbell and ran away before he could answer. The group had been going door to door ringing doorbells and running away before anyone could answer until they rang the wrong doorbell. Taylor snapped, exited his house, got into his car, and chased the boys down. The boys tried their best to get away until Taylor blocked their path with his vehicle. Then Taylor got out of his car, grabbed one of the boys by his neck, threw him to the ground before letting him get back on his feet, pushed him into the vehicle, and told the kid if he ever did it again that he would "put a bullet in his head." Then Taylor drove the boy an unknown distance before dropping him off at an intersection. The boy ran home, told his parents, and they called the police. Taylor is now charged with kidnapping, criminal threats, false imprisonment, battery and child endangerment. While investigating the incident, the San Rafael Police Department (SRPD) learned that the boys had rung Taylor's doorbell at least four times before he snapped. Taylor told police that he was fed up and waited for the kids to do it again ready to chase them. When they did it again he tried to teach them a lesson. He denied threatening to kill the kid and grabbing him around the neck, but police said that they observed red marks on the boy's neck when they arrived. Taylor claimed he was just going to drive the kid home when he put him in his car. Taylor's lawyer told the media that his client was recovering from surgery at the time and was unable to sleep due to the pain combined with the noise from the kids ringing his doorbell repeatedly. Dean Taylor is 63 years old, spent 34 years working for the the San Francisco Police Department, held the rank of inspector for 7 years, and was the golf coach at San Rafael High School from 2018 until he resigned shortly after his arrest. City of Alexandria VA Police Department Sued in Federal Court

The City of Alexandria VA, the Episcopal Diocese of Virginia, Episcopal priest Bob Malm, and Grace Episcopal Church in Alexandria VA have been sued in federal district court over allegations that they have conspired to infringe the rights of former parishioner Eric Bonetti and his same-sex husband, after Malm allegedly committed perjury in court in an effort to prevent Bonetti from criticizing Malm and the church online. The suit further alleges that the city has denied Bonetti equal protection and the due process of the laws in refusing to investigate the allegations concerning Malm, and repeatedly used the police department to try to harass and intimidate Bonetti, often over bogus allegations of criminal conduct by Bonetti. The suit also asserts that officers in the departments internal affairs unit have lied about their conduct involving Bonetti. #biasedpolicing

Terry Szucsko let my son get molested

Terry Szucsko represented my ex-spouse during my divorce. He was belligerent from the get-go, filing for a restraining order when there was no domestic violence. The police report confirmed that, but that never mattered to Mr. Szucsko. He was out to take away my kids. During the divorce I disclosed that my ex was allowing an older man molest our 13 year old son. At the following hearing my ex agreed to disclose that she had hidden $130,000 worth of gold coins. It came as a complete shock to me. I never thought that I would see those coins again. My ex is GREEDY. She wanted every penny. We each got $25,000. The remaining $80,000 went to the attorneys to be held in trust. Mr. Szucsko then got me to agree to a restraining order that prevented me contacting my children for three years. I never got to sign any stipulation. Mr. Szucsko told the judge that he had left the paperwork on his desk. He then read something from a phone. I didn't understand what it was at the time. The order only permitted contact if "mother agreed." Mr. Szucsko knew that my son was being molested, but that didn't matter to him. He only cared about the money. The divorce would have been over quickly if the real issues were addressed. Said restraining order was subsequently renewed. My son recently turned 18, so I was able to see him. He confirmed that he had indeed been molested. He says that the experience left him traumatized and suicidal. There are strong indications that my other three children that I have with that mother have also been sexually abused, but I have yet to confirm that because I have not seen them in over six years. Lexington Police Officer Jervis Middleton Fired for Tipping Off BLM

Lexington Police Officer Jervis Middleton was fired this past week for sharing information with Black Lives Matter activists about police activities during protests last May. Middleton's conduct was discovered after the arrest of local Black Lives Matter leader Sarah Williams. When officers served search warrants on her phone they discovered text messages and Facebook messages between the two. In response to his treachery, the LPD closed ranks and decided to treat Middleton like a black man instead of a blue man, but did they start closing ranks on him long before? In his messages with Williams, Middleton allegedly shared sensitive information about law enforcement including the names of fellow officers and LPD activities in response to Black Lives Matter protests following the murder of George Floyd. Middleton's lawyers defended their client on the grounds that his comments to Williams were free speech and that he never jeopardized the safety of fellow officers. They said that Middleton was upset about systemic racism within the LPD and was just venting to Williams. Fellow officers testified that Williams used information given to her by Middleton to target them during protests by calling them out by name with a megaphone, but beyond that no evidence of any other harms were given. This was not the first time that Middleton has been accused of misusing his position as a police officer for personal reasons. In 2019 he was accused of using police resources to stalk a woman that he was in an extramarital relationship with. He was criminally charged, but found not guilty by a jury. Despite his acquittal the LPD still demoted him from the rank of sergeant to that of an officer as part of a civil settlement with the victim in that case (https://ift.tt/3aFSqX5). We can't help but think that might have left a bitter taste in his mouth and probably had more to do with him wanting to help BLM than anything else. It seems like Middleton never had a problem with the LPD until he was caught cheating on his wife. His status as a black man and the protests following the murder of George Floyd could have been seen by Middleton as nothing more than an opportunity to go out with a bang while making connections in the community. Going out like this gives him the opportunity to argue that he was a victim of systemic racism rather than just a another bitter dirty cop. Despite our doubts as to the motives of Middleton, we share the believe that systemic racism is a problem within law enforcement agencies like the LPD. Tulsa Police Officer Kyle Staats Arrested for Drunk Driving

Tulsa Police Office Kyle Staats was arrested for driving under the influence of alcohol and using improper license plates on Friday. We have no more information about this case. If you look at the above mugshot you can see that Officer Staats did not look sober when he was booked into custody. He has since been released. According to public records, Kyle Lee Staats is a 31 year old resident of Tulsa, Oklahoma. An internet search revealed that Staats is hometown boy who played varsity baseball in 2008 during his senior year at Memorial High School in Tulsa. His baseball profile lists him as standing at 5' 9'' and weighing in at 180 lbs. He was a pitcher and outfielder wearing #2. That number is either an indicator of the quality of his character which seems to be the result of someone dropping a deuce or it could just be a coincidence. North Cornwall Township Officer Joseph Fischer Busted by Feds

North Cornwall Township Police Officer Joseph Fischer was arrested by Special Agent Mustafa Kutlu of the FBI this week for his role in a mostly peaceful protest at the United States Capitol Building on January 6th. Fischer was busted due in part to his own social media activity during and after the protest that included a Facebook post in which he said "No Regrets and Give Zero Shits." He is charged with Obstruction of Law Enforcement During Civil Disorder, Knowingly Entering or Remaining in any Restricted Building or Grounds Without Lawful Authority, Violent Entry and Disorderly Conduct on Capitol Grounds, and Obstruction of Justice/Congress. Now he can't take a shit without another dude sitting just a few feet away. On January 10th someone snitched on Fischer by sending the FBI a link to his Facebook profile (https://ift.tt/2ZBe7Rq) which featured a video of Fischer entering the Capitol Building with a group of people. Fischer used the Facebook handle SV Spindrift, but posted no personal information so the FBI had to subpoena Facebook for his information. Facebook, being the good little boot lickers that they are, cooperated and snitched out Fischer by giving the FBI his information. That information led agents to one Joseph W Fischer in Jonestown, Pennsylvania. The phone number turned over by Facebook matched a number associated with him in a law enforcement database and location data from Fischer's service provider showed that the phone was in the Capitol Building during the protest. According to public records, Joseph Wayne Fischer is 54 years old and has lived in Jonestown, Pennsylvania for over 20 years. Philly Officer Ahmad Abuali Arrested for Violating Protective Order

Philadelphia Police Officer Ahmad Abuali was arrested earlier this month for violating a protective order. Not much else is known at this time. Abuali is 32 years old, worked for the Philadelphia Police Department (PPD) for six years, and was assigned to the 19th Police District in West Philadelphia. PPD Commissioner Danielle Outlaw suspended Abuali for 30 days with intent to dismiss. The mainstream media has described the nature of the protective order as a "protection from abuse." We suspect based on that description that the order was taken out by a domestic partner or family member, possibly combined with a domestic violence or abuse accusation of some sort. That is usually the case when officers are arrested for violating protective orders. Since we began documenting arrests involving police we have noticed that a police officer gets arrested in the United States almost every day and domestic violence is one of the most common charges according to mainstream media reports. We believe it is his because he posted his real name on his profile, tweeted about being part of a "recruit class" in early 2016 which is consistent with someone that has been a cop for six years (https://twitter.com/aabua211/status/694129667222085632), tweeted about issues involving police violence in Philadelphia around the same time period with #BlueLivesMatter (https://twitter.com/aabua211/status/685434352604463106), tweeted "just like our KU days" which is likely a reference to when Officer Abuali lived in Kutztown where Kutztown University is located (https://twitter.com/aabua211/status/690145628681281537), in 2013 he re-tweeted a tweet in which someone said "best thing I ever did in life was [at]KappaSigma_OO" directly mentioning the official Twitter account of the Omicron Omicron chapter of the Kappa Sigma fraternity at Kutztown University (https://twitter.com/D4NK3L/status/359941833196978177), the day after New Year's in 2016 tweeted about attending "the Mummers" which is an obvious reference the Mummers Parade which is held on New Year's Day in Philadelphia (https://twitter.com/aabua211/status/683301977967738880), and in 2015 he posted "My BS in criminal justice and being a Kappa Sigma are making my time in the academy a breeze." Philadelphia Detective John Logan Arrested for Giving Evidence Away

Philadelphia Police Detective John Logan was arrested yesterday for giving away evidence to people that were owned money by the department in lieu of paying them. Now he faces charges of tampering with public records, obstruction, and misapplying entrusted property. We are not sure what items Logan is accused of giving away at this time or if those items were needed for ay cases currently pending before the court. Logan was 32 year veteran of the Philadelphia Police Department (PPD) and was working with the Major Crimes Auto Squad until he retired the day before his arrest. Sgt. Eric Gripp claims that the PPD is limited as to what they can release about Logan's case because of his retirement. If that is true it might explain why he retired. Usually police retire right before being disciplined or arrested in order to secure their pensions, but we found out recently that Pennsylvania has a law that takes away pensions when a public employee uses their position to commit a felony. The charges Logan is facing are misdemeanors, but that same statute also disqualifies people for certain misdemeanor convictions including "misapplication of entrusted property." This past week we were called out on Reddit for mistakenly stating that we thought another officer had retired to secure his pension before his arrest and people pointed out that we were wrong due to a relatively new law known as Act 1 of 2019 (see PDF uploaded with this article). However, we are not aware of any reason why retiring would limit what the PPD could release about an arrest. If anything one would think that his retirement would make it easier for the department to release more information, but maybe that change in his status from a public employee to a private citizen grants him more rights. It is also possible that Sgt. Gripp is just making up an excuse to justify releasing few details at this time. Detective Logan is the fifth PPD officer to be arrested in the past month. Philadelphia Cop Gregory Campbell Crashed Into a House Drunk

Philadelphia Police Officer Gregory Campbell has been suspended and charged with several felonies for plowing through a house with his vehicle while drunk and off duty. Campbell's vehicle struck two people who were in the home at the time. One of the victims was critically injured. The charges against him include driving under the influence, criminal mischief, and aggravated assault with a motor vehicle. Gregory Campbell is 27 years old and had been with the Philadelphia Police Department for two years. Police say that Campbell was drinking heavily at several bars before the accident including one at the Fraternal Order of Police Lodge. Eventually his car went airborne, crashed into the home, and pinned a 53 year old woman underneath it after killing one dog, injuring another, and injuring a 45 year old man. Officer Charles Young Arrested for Sexually Assaulting 8th Grader

Philadelphia Police Officer Charles Young was arrested last Thursday for involuntary deviate sexual intercourse, corruption of a minor, and indecent sexual assault for a four year relationship that began when the victim was just a 14 year old 8th grader. She told police that her nightmare began when Officer Young pulled up next to her in his patrol vehicle as she was walking home from school and gave her his number. When she called him he picked her up and had sex with her. That was in 2004. The relationship continued for four more years. During that time the victim reported having sex with Officer Young on fairly regular basis. Sometimes he would pick her up in his patrol car from school, give her money, and tell her not to tell her mom about it. In January of 2020 the victim picked Young's photo out of a photo array. Such delays in time between when the crimes took place and when victims finally report them to the police are common in child sex cases when the victim is groomed, does not figure out how wrong it is until much later, and only after years of psychological suffering do they come forward seeking closure. Charles Young retired before his arrest in an attempt to collect his pension. He is 50 years old and was on the force for 21 years. Officers often retire when they are caught committing crimes because they know that it takes the department a long time to officially fire them, so by retiring before they can be fired they can get their pension just like any other public employee that retired on good terms. Being convicted later is too little too late when it comes to saving the taxpayers from having to pay guys like Young a pension for the rest of their lives. Public records contain a listing of a 50 year old man with a suppressed drivers license named Charles Garrett Young at 1222 Haworth St. in Philadelphia. We believe that this is the same Charles Young that was recently arrested in this case because drivers license records for cops are often explicitly listed as "suppressed" in records from the background check service that we use. Drivers license suppression is intended to protect police officers by keeping people from being able to track them down using DMV records, but the process often backfires when their information turns up on public records websites from other sources with their drivers license listed as suppressed. Seeing the drivers license field listed as "suppressed" for one person when there are more than one person with same first name, last name, and age in the same metropolitan area is often the key to determining which one is the bad cop we are looking for. We usually do not make the home address of an officer available, but there are some exceptions to that rule such as the officer being charged with a sex crime involving a minor. Feds Agree to Settle USP Victorville Brutality Lawsuit

The United States Attorney's Office (USAO) has agreed to pay Cop Blaster founder Cyrus Sullivan $10,000 to settle a lawsuit he filed as an inmate and prosecuted as his own attorney after leaving custody. The lawsuit stems from the events of July 29, 2015 when Sullivan was in the Special Housing Unit (SHU) also known as "the hole" pending a disciplinary hearing. That day Sullivan was beaten and tortured by staff, but the beating took place in a blind spot that the cameras could not see, so when the USAO offered to settle the case he decided that was the best option. On July 29, 2015 Sullivan and his cellmate were removed from their cell for a not so routine inspection. During that inspection several ink pens were found. Pens were technically contraband in the SHU, but that rule had never been enforced the entire time Sullivan was there until that day. Sullivan needed the ink pens to prepare documents for the court in one of his cases. Sullivan was challenging his conviction for threatening communications on the ground that his attorney, Per Olson, rendered ineffective assistance of counsel by failing to inform his client that the charging instrument in his case was fatally defective because it missed an essential element necessary to charge a violation of the statute that he pled guilty to violating and Mr. Olson should have moved to arrest judgment for failing to state an offense under the old version of Rule 34 that at the time permitted judgment to be arrested if a charging instrument did not charge a violation of a federal statute (https://ift.tt/3pmf36E). When the officers seized the pens, Sullivan demanded that they be returned and refused to go back into the cell without them. At that point Senior Officer Specialist Saul Luna twisted Sullivan's wrist in an obvious attempt to coerce him into compliance, but it had the opposite effect. Sullivan elbowed Luna. After Luna was elbowed the staff had every right to take Sullivan to the ground and pile on top of him. They did just that, but they also punched him in the head repeatedly while he was laying on his stomach with his hands cuffed behind his back. Sullivan originally believed that the punches were thrown by Luna, but after receiving copies of surveillance footage Sullivan questioned that belief because Lt. Scott Williams appeared to have rushed around his officers to the blind spot that where he thought Luna was. Despite not being sure who threw the punches, Sullivan was sure that they came from the left because his head was turned to the left when somebody landed a blow so hard that a cut opened up on his scalp and he bled profusely. When other officers arrived on the scene Sullivan heard Senior Officer Specialist Tyler Oeltjenbruns say "he slipped his cuffs." That was a flat out lie and surveillance footage would later show that at no point did Sullivan behave like someone that had slipped his cuffs. At every point in the video when Sullivan's arms were visible they were bent like those of a handcuffed person, but that did not stop the staff from writing up a report trying to make it sound like he slipped his cuffs and then assaulted an officer. Unfortunately for Sullivan, the beating took place in a blind spot that the closest camera could not see and a second camera on the far end of the hall was blocked by the bodies of the officers. The officers assumed a formation that appeared designed to block the view of that second camera because it went beyond a normal pig pile when Senior Officer Armando Olmos assumed a position similar to what one might expect from someone trying to do a pushup with their butt high in the air. Such a position serves no value in that situation beyond blocking the camera. Eventually other staff members arrived and Sullivan was taken to an observation room. As Sullivan was being moved the camera could see blood covering his head. In the observation room Lt. Williams and the men under his command proceeded to torture Sullivan. S.O.S. Oeltjenbruns grabbed Sullivan's ankle, placed it at the small of his back, and twisted it while another officer repeatedly yelled "break it!" Fortunately for Sullivan his ankle was not broken. Then Lt. Williams applied bond tight shackles to both of Sullivan's legs, uncuffed Sullivan, moved his arms in front, and applied bone tight cuffs to both wrists before placing a black box restraint over the cuffs (https://ift.tt/2jojSht). Lt. Williams then told Sullivan to stand, but Sullivan was quickly overwhelmed by the pain in his legs and fell to a seated position on a concrete slab. Lt. Williams then punched Sullivan in the face and a said "I told you to stand." Unfortunately these events also took place in a blind spot that the cameras could not see. United States District Judge Jennifer Zipps would later write in an opinion denying the Government's motion for summary judgment, "much of the view is blocked when officers place a privacy screen across the entrance to the room." Williams could be seen looking over his shoulder, making eye contact with the only camera that could see anything in that area, and taking a slight step so that his left arm would be off camera when he punched Sullivan in the face. Sullivan was then left in that observation room in constant excruciating pain due to the bone tight restraints for over an hour. When the next shift arrived, they refused to loosen Sullivan's restraints saying that only medical could do that. Eventually Sullivan was forced to walk to medical in bone tight restraints. Sullivan's medical exam was filmed by an officer with a handheld camera. That footage shows Sullivan winching in pain as he inched his way down the halls. During his medical exam PA-C Brigitte Wolverton could be heard on camera asking the guards to loosen his restraints by saying, "can you loosen this? This can't be moved." She then cleaned up the blood and Sullivan was taken back to the observation room. Only a pixelated low resolution copy of the video was saved, but despite that one could still see that Sullivan's hands and feet were darker than his arms and legs due to lack of circulation. When walking back to the observation room Sullivan was noticeably in far less pain due to his shackles no longer being so tight they could not be moved. Wolverton would later write in her report: "The following are the visible signs of injury: 1. Minor laceration scalp 2. Abrasions: Back, Neck, Face, Behind both ears 3. Swelling both ears with left greater than the right." Sullivan believes that a reasonable jury could conclude that her report describes more than could be explained by officers simply piling on top of him. Sullivan was seen by Dr. Keith Tang a couple months later. He was scheduled for an earlier follow up, but when medical tried to get him the SHU staff falsely claimed that Sullivan refused to go. Dr. Tang documented tingling and numbness in Sullivan's limbs and increased pain in his shoulder due to his handlers re-aggravating a pre-existing shoulder injury. Sullivan subsequently filed suit against the United States under the Federal Tort Claims Act (FTCA) for assault and battery by federal officers operating in their official capacities as officers of the United States. The United States enjoys what's called "sovereign immunity" which protects the United States from being sued for the actions of federal employees unless that immunity has been specifically waived. Congress waived sovereign immunity for claims of "assault, battery, false imprisonment, false arrest, abuse of process, or malicious prosecution" by federal employees by enacting 28 U.S.C. 2680(h). That allowed Sullivan to pursue a battery claim under California law against the United States in the District of Oregon. Sullivan sued in Oregon because when the United States is the defendant they can be sued in the district where the events giving rise to the tort took place or where the plaintiff lives if the plaintiff lives in the United States. Sullivan also filed a separate Bivens suit against the officers in their individual capacities for violating his Eighth Amendment right to be free from cruel and unusual punishment in the Central District of California. The United States could not be sued for Constitutional violations because the United States has not waived sovereign immunity for Constitutional violations. Sullivan's Bivens was dismissed in 2020 for failing to prosecute the case and he will not try to revive it because the language of his settlement agreement prohibits subsequent claims against federal officers arising from the same subject matter. Even if Sullivan had taken the case to trial and received a favorable judgement, 28 U.S.C. 2676 prohibits Bivens claims after a judgment has been reached in a FTCA suit against the government arising from the same subject matter, so that was a factor in Sullivan's decision to settle because he did not have the time or the resources to pursue a second Bivens suit in a another state where just being in that state is a liability for Sullivan due to a business he runs that would likely not be entirely legal if he lived in California. If Sullivan were to travel to California then courts in that state would have jurisdiction over his business activities and that would be a major liability for him. The United States agreed to pay Sullivan $10,000 in compensation. Their original offer was $5,000, but Sullivan said that sounded "a little skimpy" and was able to convince the Assistant U.S. Attorney assigned to the case that it would cost them more than $10,000 in additional costs to win a trial. The Assistant U.S. Attorney assigned to the case instantly accepted his counter offer. Sullivan agreed to that amount because he knew that the United States can only be sued for compensatory damages because punitive damages are barred by sovereign immunity and all he could seek compensation for was pain. Because Sullivan was an inmate he had no outstanding medical bills and because he represented himself he had no legal expenses beyond time, ink, and paper. By the time the settlement was offered the scar on his head had healed, the numbing and tingling in his limbs had gone away, and his shoulder had returned to normal. Sullivan concluded that for those reasons he was willing to accept $10,000 for the trouble of being beat up and tortured one afternoon. If Sullivan had the opportunity to go through it all again for that amount of money he would. He would not have accepted such a small amount had the surveillance footage shown everything that really happened. The videos took so much wind out of Sullivan's sails tothat he was afraid of the case being dismissed at the summary judgement phase. The Government argued in their motion to dismiss that no reasonable juror could believe the word of an inmate over the words of correctional officers when none of the video evidence definitively shows them punching the inmate. The court disagreed saying "The truthfulness of Sullivan's declarations cannot be ascertained by review of video evidence. The videos do not clearly depict what occurred in the hallway outside of Sullivan's cell or in the observation room." Ironically, it was the officers' obstruction of the cameras that kept the Government from being able to disprove Sullivan's claims. The credibility of plaintiffs and defendants are issues of material fact for a jury to decided. As the court explained, "Although Sullivan's allegations are directly contradicted by testimony of the involved officers. Whether the jury will believe Sullivan or the officers is not a question properly determined by the Court on a motion for summary judgment." That is an important holding that every inmate needs to read. Often inmates think that no reasonable juror would believe an inmate over multiple officers and never bother to pursue their claims. They usually don't seem to realize that their own sworn statements are considered evidence sufficient to withstand summary judgement unless those statements are clearly contradicted by tangible evidence beyond the statements of the others. The credibility of inmates is not so poor that no reasonable juror could believe them when video footage does not contradict their claims and the only contradictory evidence is sworn statements from officers. Beyond the fact that an unreasonable juror could have sided with the government, Sullivan had personal reasons for wanting to resolve the case without a trial. Sullivan became an anti-police misconduct activist after leaving USP Victorville and is happy that he can finally chalk one up in the win column. Now he can add experience successfully suing the federal government while acting as his own lawyer to his resume. He will be able to say that for the rest of his life. He feels that adding that to his resume is worth more than $10,000 because it will significantly improve his personal credibility in the eyes of the general public after years of being accused of harassing officers online. Sullivan can now say that he has never lost a lawsuit against law enforcement. He might not always be able to say that because he is also the plaintiff in a lawsuit against Multnomah County and several sheriff's deputies. That suit was filed under 42 U.S.C. 1983 for deprivation of civil rights under color of state law. That deprivation was the breaking of his left arm by corrections deputies at the Multnomah County Detention Center in 2017. His left humerus was broken in half and permanently disfigured when Deputy Timothy Barker intentionally retaliated against him for throwing chips in his face and threatening to dox a medical assistant that turned out to be Barker's wife. Sullivan was held in custody on charges of assaulting federal officers for over a year due to false injury claims and the deputies' status as federal contractors. Eventually his defense team produced an expert witness report proving that Sullivan's explanation of his injury is the only one given by anyone involved in that case capable of explaining his injury with any reasonable degree of scientific certainly (https://ift.tt/2xyKhT7). Shortly after showing that report (https://ift.tt/2ZmKgfm) to the government the Assistant U.S. Attorney assigned to that case was replaced and Sullivan was offered a sentence of time served if he pled to a lesser charge for assaulting an officer under the "reasonable apprehension of harm prong" without causing injuries by throwing chips at Barker. Unlike the FTCA, an action against a state or local municipality and their employees under Section 1983 permits punitive damages to be awarded. Despite that Sullivan has been unable to convince a lawyer to take his case on contingency. Sullivan has pitched his case to just about every Portland law firm he can find with a history of successfully suing local law enforcement including Creighton & Rose, Kafoury & McDougal, Johnston Law Firm, Clark Law & Associates, the Law Offices of Judy Snyder, and others. They all rejected his case due to various red flags that tend to prevent law firms from spending more time evaluating cases in general. Red flags such as Sullivan being a convicted felon, his guilty plea, and his lack of medical bills due to being an inmate. Many lawyers can't seem to get past the context of a guilty person that pled guilty to assault suing the named victim in the case. Others seem to believe that due to Sullivan's criminal history and other activities that he is not someone they could get a jury to sympathize with and therefore the likelihood of them wanting to award him a substantial amount is low. One attorney said that he could see a jury siding with Sullivan but not wanting to award him any money and therefore representing him would be a waste of his time. This has been discouraging for Sullivan who thought finding a lawyer would be easy with an expert witness report already done, but most lawyers have said that the Government will surely find their own expert to refute it. Sullivan believes that response is far too generalized and fails to consider the fact that he took the feds to the eve of trial and they never found an expert to refute his. Because no lawyer will represent him and Sullivan will not settle for anything less than six figures, he hopes that by settling the Victorville lawsuit that he will have the time he needs to take Multnomah County to trial if necessary. The United States will admit no wrongdoing of course. They claim that the only reason they are settling is to avoid the cost of future litigation. Sullivan believes that most people would agree that if they did nothing wrong they would not agree to pay him. If all it took to get the government's money would be filing a lawsuit capable of surviving summary judgement then filing lawsuits based on sworn statements uncorroborated by physical evidence would quickly become a profitable industry. Sullivan believes that the keys to obtaining a settlement are defeating summary judgement and having some irrefutable evidence to back up some of your claims. Even though a jury could easily decide that Sullivan's word is not sufficient to overcome the sworn testimony of officers as to his claim of being beaten, there is no denying the fact that Sullivan was visibly in pain when filmed walking to medical and the medical staff had to ask officers to loosen his restraints because they were so tight they could not be moved. A reasonable jury would likely conclude that Sullivan's restraints were too tight, so the question would then turn to intent. The Government would have argued that there is no proof the restraints were intentionally applied tightly for the purpose of inflicting pain. Sullivan would have argued that applying all four restraints in that manner could only be done intentionally, the officers know how painful that is, such pain is unnecessary to achieve the penological goal of controlling the inmate, and the only reason an officer would apply all four restraints that tight would be to cause pain. Sullivan believes that is the reason why the Government settled. Sullivan is still prohibited from uploading the surveillance footage due to a protective order. He has not ruled out trying to get that order lifted someday. The basis for it was that the footage shows the inside of a federal prison and therefore disseminating the footage to the public is a security risk for the prison. While that policy makes sense as a boiler plate argument for protecting prison footage in general, Sullivan believes that it should not be applied to footage that shows just a couple hallways and rooms. Conclusion The key to obtaining a settlement offer from the federal government is to sue them, survive summary judgment, and have physical evidence supporting some of your claims. If you have those then they will almost always settle for an amount that is less than what their additional expenses would be if they had to take the case to trial. This settlement proves that Sullivan was not lying when he said that he was abused by guards in prison. Instead of looking for fame, kent has said that he is here for the fun of it and not for money, which sounds like a more mature approach. As of now, kent remains low profile in the IoT botnet scene. He has made programs in Python, C++, and is a website designer. He was associated with a very small business named Slappy ran by a user named Bennett and w00dy. After leaving them after a couple of weeks, he went back to Overpowered Services for full time. He was known for ratting, credit card fraud, doxxing, and DDoSsing. Overpowered Services is a business that includes the sell of botnets, a Discord DDoS bot, and VPNs. Slappy is selling the use of a Discord DDoS bot that is fully developed by w00dy and xero. kent is thought to be retired in all categories. Jenoah Donald Murdered By Clark County Deputy Sean Boyle

Clark County Deputy Sean Boyle shot Jenoah Donald in the head on February 4th and today his lawyer announced that he succumbed to his injuries early this morning after being taken off life support yesterday. He was 30 years old. Donald had been stopped for a faulty tail light while driving near a suspected drug house in Hazel Dell. Deputies say that Donald struggled when they tried to remove him from his vehicle and two shots were fired. He was unarmed, could have reached for a drill in his car but didn't, and the worst the Clark County Sheriff's Office (CCSO) can say of him is that he grabbed Boyle's vest and pulled him into the car slightly. At no point has the CCSO accused Donald of doing anything that endangered the life of Deputy Boyle, but despite that Boyle felt compelled to shoot him in the head. The faulty tail light was obviously an excuse used by Boyle to pull over a black man driving near what he suspected to be a drug house. That was a vindictive stop if ever there was one. The actions of a police officer can be called vindictive when they are motivated by something other than the law violation they technically cite as the reason for the stop. If that motivation relates to a lawful activity or someone being part of a protected class then that impermissible motivation makes the act of enforcing the law in such cases selective enforcement. It is not a crime to drive near a drug house and it is not a crime to be African American, but all too often doing one while being is all officers need to feel justified stopping someone. Search warrants served on Donald's vehicle after he was shot said that police were looking for "any ball-handled tool or implement with a sharpened end or any other sharp-edged tool." The closest thing to that description found in Donald's car was a cordless drill. None of the deputies involved have accused Donald of ever trying to pick up the drill. Even if he had a gun, being in a vehicle near a weapon is not a crime and it certainly does not justify shooting someone even if they are resisting. No drugs were found in his car. Obviously Deputy Boyle's racist suspicion that a black man driving near a suspected drug house must have drugs did not pan out. Jenoah Donald was racially profiled and murdered. Accessories to this murder include Deputies Greg Agar and Holly Troupe. Rochester Officer Chad Brady Named by RPD in Pepper Spraying of Girl

Chad Brady is the name of one of four Rochester Police officers whose names were officially released by the Rochester Police Department (RPD) today in connection with the pepper spraying of a 9 year old black girl last month. Brady is the only one whose name was not published on CopBlaster.com as a result of our investigation before they were released by the RPD. Hannah Schneeberger (https://ift.tt/2YFyMDA), Alexander Lombard (https://ift.tt/3pYuHqf), and Adam Bradstreet (https://ift.tt/3pQq41r) were outed after Cop Blaster worked with members of the community to identify officers involved by looking at public records and body camera footage. Cop Blaster sent the results of the investigation to multiple news outlets in the Rochester area, but received no replies until Will Cleveland of the Democrat and Chronicle tweeted back to us today: "what we know and what we report are two different things. we have to abide by a strict code of ethics and maintain our integrity above all us. we owe that to our readers and the community." - Will Cleveland (https://twitter.com/WillCleveland13/status/1360374793346891777) That sounds a lot like an admission that the D and C knew who some of the officers were before their names were released by the RPD. Cleveland's statement is consistent with responses we have received from members of the mainstream media in other parts of the country after we named names of officers in other cases before their names were released by their associated police departments. For example, after we exposed the identity of Florissant Detective Joshua Smith (https://ift.tt/3eYPX9j) we were told by Alexis Zotos of KMOV (after the FPD released his name and pointing out that we were the first to identify Smith): "I know you did. But we have a protocol on how we identify people... Its the same protocol we do in any investigation. We don't name suspects until they've been charged." Both indicate a policy against posting names of police officers known to them unless their names are released by the government. That is true, we did not contact Cleveland personally with any links. We believe that we sent them to the D and C via their online form, but because they never responded we cannot say for certain. It is possible that we sent the links to only other Rochester outlets, but we don't think we missed the D and C. Even if we did not send the links to the D and C that would not explain Cleveland's answer. If he didn't know any of their names why didn't he simply say that he did not know their names until they were released by the RPD? Why bother explaining that ethical issues influence what they report? Now, back to Chad Brady. The RPD released the video below which contains 86 minutes of new footage. We have not had the chance to look at it, so we will wait until we have watched it before we write about Brady's involvement. We did see one part that appears to be from Brady's body cam and it shows him standing directly behind Lombard when the pepper spray was deployed. We know from the first two videos that neither of them showed Brady at that point. The previous videos released do not appear to show Brady playing much of a role if any. We found a picture of Brady on the Facebook page of the Brockport Police Department where he worked before joining the RPD. Brockport is a suburb of Rochester. Long Beach Police Officer Anthony Mark Brown Arrested on Duty

Long Beach Police Officer Anthony Mark Brown was arrested while on duty Wednesday for possession of child pornography. He was booked into the Signal Hill Jail and his bail was set at $20,000. Police say that his arrest is the result of a tip they received back in May regarding a possible crime against a child, but they have not explained why it took them over 8 months to do something about it. That delay is typical whenever a police officer is accused of wrongdoing. The report goes into a file somewhere and eventually they get around to looking at it. In situations where a civilian would be investigated immediately, police officers have the luxury of bureaucratic delays. Acting Chief of Police Wally Hebeish admitted "Protecting children is one of our most sacred responsibilities," but failed to explain why his department fails to prioritize protecting children when the accused is on of their own. Allegations of criminal activities by police officers should be investigated just as promptly as they would investigate the same accusations against a civilian. Anthony Mark Brown was a 26 year veteran of the Long Beach Police Department (LBPD). He had been assigned to security duties at the Long Beach Airport. He was arrested at the Airport Police Facility. He has been suspended pending the outcome of the criminal case and an internal investigation. The police union says they will not assist Brown with his legal defense. Police have not released a mugshot or image of Brown and the mainstream media has not published any pictures of Brown. For those reasons we could not find a picture of Brown. We tried looking him up on the Los Angeles County Jail website just in case he was transferred there, but their inmate search page always freezes when we enter a name. Then it showed us a captcha with directions to enter letters from an image, but there was no image. We tried using Firefox, Chrome, and Edge, but the user experience was the same for all browsers. Pubic records contain information about a 56 year old man named Anthony Mark Brown. Those records list his last known address as 4714 ALBURY AVE, LAKEWOOD, CA 90713-2324. We are making that address available here because Brown is charged with a sex crime against children. Normally we block home addresses of cops, but we make exceptions in cases involving exceptionally heinous acts such as sex crimes and murder. Perryton Police Officer Aaron Daugherty Arrested for Child Porn

Perryton Police Officer Aaron Daugherty was arrested by the Amarillo FBI on federal charges for transportation of child pornography yesterday and made his first appearance in federal court today according to a press release issued by the United States Attorney's Office for the Northern District of Texas. Officer Daugherty is accused of using the popular messaging app Kik to upload and share sexually explicit images of children. Acting U.S. Attorney Prerak Shah said "The Department of Justice will not tolerate anyone who uses the internet to prey on children for sexual gratification." He also went on about how Officer Daugherty violated the trust placed in him by the public by preying on children online. The USAO press release went on to say "The videos and images allegedly depicted children as young as toddlers and infants engaged in sexually explicit conduct." The city of Perryton placed Daugherty on paid administrative leave immediately. We are not sure exactly where Daugherty is at the moment because the mainstream media has not reported which jail he was taken to and the feds have not released that information either. When people are busted by the feds they are either taken to a federal detention center or housed in a county jail under contract with the U.S. Marshals Service. Often those contracted jails are not in the county in which the person was busted, so he could be anywhere in Texas or possibly even a neighboring state. We did a public records search for people named Aaron Daugherty in the state of Texas and found a record for a 35 year old Perryton resident named Aaron Bennett Daugherty. That age matches the age given by the USAO in their press release. We could find no other 35 year old men named Aaron Daugherty in that state. According to those records Aaron Bennett Daugherty's last known residential address was 1910 Drake, Drive in Perryton, Texas. We are making that address available for his neighbors and anyone whose kids may have been in that area or might go there in the future. Rochester Officer Alexander Lombard ID'd Pepper Spraying Little Girl

Rochester Police Officer Alexander Lombard has been identified on camera pepper spraying a 9 year old girl. Lombard is seen in the video below at about 5:30 arriving on the scene and being told by a fellow officer to "put her in your car." Then the body camera falls off the other officer's body and Lombard can be seen putting hands on the girl. Eventually the girl ends up on the ground, Lombard helps the other officer pull her up, and as they moved her towards Lombard's vehicle the body camera got knocked off the other officer again, so there are several minutes of darkness with audio. Eventually the other officer put his body camera back on and the girl is in the back seat of Lombard's vehicle talking to Officer Hannah Schneeberger (/sni:z/bu:ge(r)/). At that point several officers not including Lombard can be seen standing in the middle of the road. We believe that Lombard was on the other side of the car at that point and eventually filmed himself pepper spraying the girl with his won body camera. Our conclusion as to Lombard's identity and whereabouts when the girl was pepper sprayed is based on new information that we received from a user. A user commented that he believed Lombard to have filmed himself pepper spraying the girl in the second video (https://www.youtube.com/watch?v=ku41-899CHo) and after further review we believe that he is correct. We originally mistook Lombard for fellow officer John Soures and ruled Soures out as the owner of the second camera (https://ift.tt/3rjZ5eP) because Soures was clearly identified in the video below at about 10:23 standing in the middle of the road when the girl was sprayed, so he could not possibly be the sprayer. We originally thought that Soures arrived on the scene much earlier because we could not read Lombard's name on his uniform and Lombard was dressed the same as Soures. They are both white males in their mid-20s with brown facial hair of similar height, weight, and build wearing the same RPD beanie. We now believe that Soures made his first appearance without a beanie at about 9:30 and that is why we did not notice him at first. Because we thought that Lombard was Soures we could not consider him as a suspect until one of our users posted a comment containing a link to a screenshot in which he was able to capture Lombard's name tag in a readable form (https://ift.tt/39Uqv4Z). We then found the same timestamp in our copy of the video and verified that the same name is visible there. Now that we have identified that officer as Lombard, have established that the vehicle was his, that he was unaccounted for in the video while the owner of the second camera was standing on the other side of the car, that he is never visible in the second video, and both videos appear to show that at 15:47:37 Lombard was seen standing in the first video exactly where the owner of the second video was standing; we now believe that Lombard was wearing the second camera and filmed himself pepper spraying the little girl(https://www.youtube.com/watch?v=ku41-899CHo). According to public records, Alexander M. Lombard is a 28 year old resident of Brockport, New York. He moved to Brockport from Albion in 2018 when he was hired by the RPD. According to the RPD Open Data Portal (https://ift.tt/2N0vlos) Alexander Lombard is the only current RPD officer with the last name Lombard, was hired on September 24, 2018, he was 26 years old the day he was hired, and has held the same rank the entire time. Open Oversight has no badge number for him, but their profile appears consistent with the RPD data. According to GovSalaries he made $63,327 working as a patrol officer for the City of Rochester in 2020 (https://ift.tt/36RBzxZ). Other officers involved whose identities are known to us at this time include: Hannah Schneeberger (https://ift.tt/3p12gGB She was the blonde woman heard threatening the girl with pepper spray before she was sprayed. Adam Bradstreet (https://ift.tt/3jqeSpD Was standing near Schneeberger when she threatened the girl and failed to intervene. We are looking into the possibility that the first body camera (embedded below) was Bradstreet's camera. We had placed him to Schneeberger's left based on where we believe the answer to the question "Bradstreet what's her name?" came from, but are reanalyzing that conclusion based on the identification of Lombard. Part of the problem is that the first video ends before that question as asked so there is no way to say for sure where the owner of the first body camera was at that time. Either way he was close enough to Schneeberger to stop her and did nothing. So far disciplinary action has only been taken against three of the officer. One was suspended and two others were placed on paid administrative leave. We believe that the suspended officer is either Schneeberger or Lombard. We are not sure because in Lombard's video we see him holding a can of pepper spray and Schneeberger shaking a can of pepper spray. The other officer placed on leave was probably the first officer that arrived on the scene who may or may not have been Bradstreet. There were at least three other officers involved who were at the scene and failed to intervene. Rochester Officer Ethan Paszko ID'd at Scene of Pepper Sprayed Girl

Rochester Police Officer Ethan Paszko has been identified as failing to intervene when fellow officers pepper sprayed a 9 year old girl. Officer Paszko appeared towards the end of the video below right before a 9 year old girl was pepper sprayed by Officer Hannah Schneeberger (https://ift.tt/2YFyMDA) and a yet to be identified male officer. We are not sure when Paszko arrived at the scene, but we do know that the name E. Paszko is visible on his uniform at about 10:50 shortly after he first appeared in the video. Paszko made his first appearance in the video at about 10:14 right before Schneeberger can be heard threatening the child by saying, "this is your last chance otherwise pepper spray is going in your eyeballs." We believe that Paszko was obviously close enough to hear Schneeberger threaten the child and was in a position to intervene. Officers have a lawful duty to intervene when they witness fellow officers use excessive force or break the law. We believe that pepper spraying a child under any circumstances constitutes excessive force at a minimum and in this case constituted an unlawful battery on a child with a weapon. We believe that Officer Paszko had a duty to intervene when he heard Schneeberger threaten the girl with an unlawful battery. Instead he just stood back and watched with his fellow officers including Officer John Soures (https://ift.tt/3rjZ5eP) and Officer Adam Bradstreet (https://ift.tt/3pQq41r). Their duty to intervene is identical to that of corrections officers in prison batteries as described in Smith v. Mensinger, 293 F.3d 641 (3rd Cir. 2002) "We hold that a corrections officer's failure to intervene in a beating can be the basis of liability...if the corrections officer had a reasonable opportunity to intervene and simply refused to do so. Furthermore, we hold that a corrections officer cannot escape liability by relying upon his inferior or non-supervisory rank vis-a-vis the other officers." (https://ift.tt/36Jgfuw). Hollins, 983 F.2d 119 (8th Cir. 1993) "Prison guard's failure to intervene to stop another officer's beating of naked, handcuffed, defenseless prisoner would constitute deliberate indifference sufficient to preclude summary judgment." The only difference between Paszko and the subjects of the aforementioned cases is that he is a police officer and this battery took place outside of a correctional institution. However, "For there to be a failure to intervene, it follows that 'there must exist an underlying constitutional violation.'" Santiago v. Fields, (https://ift.tt/3cNdE6G) citing Harper v. Albert, 400 F.3d 1052, 1064 (7th Cir. 2005) (https://ift.tt/3rsF4Tk). In this case we believe that Officer Schneeberger's threat to pepper spray the child constituted an assault under the reasonable apprehension of harm standard used in federal courts (https://ift.tt/3oRxdgn). "To constitute an assault, an action must be either a willful attempt to inflict injury upon the person of another, or a threat to inflict injury upon the person of another which, when coupled with an apparent present ability, causes a reasonable apprehension of immediate bodily harm." United States v. Dupree, 544 F.2d 1050, 1051 (9th Cir.1976)(https://ift.tt/399Ksmx). Under that standard Officers Paszko, Soures, Bradsteet, and others failed to intervene while witnessing an assault. That assault being the unlawful threat to use pepper spray combined with the fact that such a threat would cause any objectively reasonable person apprehension of imminent bodily harm. That constitutional violation also constituted punishment without due process of law in violation of the Fourth and Fourteenth Amendments. Such conduct is ripe for a lawsuit under 42 U.S.C. 1983 which permits citizens to seek compensation and punitive damages for deprivation of civil rights under color of state law (https://ift.tt/1Q3tBS6). Officer Paszko has in interesting online footprint. In addition to his Open Oversight profile, he is listed on GovSalaries as having made $75,626 as a patrol officer last year (https://ift.tt/2N4PeuM). He has a LinkedIn account that appears to have been created many years ago when he was a student at Grove City College on which he lists an internship with the Federal Bureau of Alcohol, Tobacco, and Firearms (ATF). Rochester Officer Adam Bradstreet Involved in Pepper Spraying Girl

One of the Rochester Police officers involved in the pepper spraying of a 9 year old girl last week has been identified as Adam Bradstreet. We were able to identify him because in the video below at about 5:30 a fellow officer asked "Bradstreet what's her name?" We then searched the police officer database at Open Oversight for RPD officers with the last name Bradstreet and found a single entry for an Adam K. Bradstreet (badge number IBM#2622). Then we verified that he is in fact a current RPD officer by looking him up on GovSalaries where we learned that last year he made $86,716 as a patrol officer for the city of Rochester (https://ift.tt/3rlTggY). We also ran his name through the paid background check service that we usually use and found one public record for a 32 year old male named Adam Kenneth Bradstreet with an address in the nearby city of Webster, New York. The above image of Bradstreet includes a small social media profile picture that we recovered from Google's cache. It showed up in a Google images search with a link to a PeekYou page about people named Adam Bradstreet, but the live page does not contain the image. We did however see another picture of a cop linking to an Instagram profile (https://ift.tt/3pQpdgZ) which has since been deleted. It is common practice for officers to remove their social media pages after high profile incidents such as this one. We believe that the image came from that profile. We know that the picture is of Bradsteet because the last half of his last name is visible on his nametag, he is obviously wearing a RPD uniform, and he looks strikingly similar to one of the officers in the video below. In the video below you can see that Bradstreet played a somewhat less serious role in the assault. He appears to be standing next to officer Hannah Schneeberger (https://ift.tt/2YFyMDA) most of the time. He does not appear to pepper spray or even touch the victim at all, but we still believe that he shares some of the blame for the pepper spraying because he was standing right next to Schneeberger when she threatened the child at about 4:40 by saying "this is your last chance or pepper spray is going in your eyeballs." We fault Officer Bradstreet for failing to intervene when Schneeberger threatened the girl while standing right next to him. Police officers have a lawful duty to intervene when they witness a fellow officer use excessive force or otherwise behave inappropriately. Even when the girl was pepper sprayed he did nothing. He had the opportunity to stop Schneeberger when she threatened the child. Hannah Schneeberger ID'd as Rochester Officer Pepper Spraying Child

Hannah Schneeberger has been identified as one of the Rochester Police officers that pepper sprayed a 9 year old black girl earlier this week. She was identified thanks to the Open Oversight database, the Reddit postings of an ex, her own social media activity, and of course the video of her pepper spraying the child in the back seat of a patrol car. We had no idea who the female officer in the video was until the pieces came together over the past couple hours. We stumbled on the first piece on Reddit where a user had posted a story titled "My ex pepper sprayed the 9 year old in Rochester" (https://ift.tt/2MU3whH). That posting did not contain the full name of the officer, but it did include a screenshot of a conversation with her (https://ift.tt/3rla2wS). In that screenshot you can see the name that the owner of the phone gave her when adding her to his contacts list. That name was "Crazy Hannah." Crazy Hannah said "Hahaha" when her ex sent a text saying "Who would have thought after years of bible thumping that I'd be helping kids and you'd be macing them!" Then she denied macing anyone. Our next stop was the police officer database run by Open Oversight. The Open Oversight database contains the names of over 1,000 Rochester Police officers. We searched that database for all white female officers and browsed that list for anyone with the fist name Hannah. We found just one Rochester officer named Hannah on that list and that officer is Hannah Schneeberger (https://ift.tt/3ttjAaI). We also ran her name through GovSalaries and learned that she made $74,693 working as a patrol officer for the city of Rochester last year (https://ift.tt/2O95MSV). We also ran her name through our background check service and learned that one Hannah Mcrae Schneeberger currently lives in Rochester. At that point we were still not certain that we had the right person. For all we know the Reddit posting could have been a joke. We wanted to find undeniable proof that this is the same person, so we turned to Google. After a search for "Hannah Schneeberger Rochester" failed to turn up anything useful, we did a search for "Hannah Schneeberger police" and hit the jackpot. That jackpot was a Pinterest account setup under the name Hannah Schneeberger (https://ift.tt/3pNIBLK) with an image board titled "police" (https://ift.tt/2LmhCrI) full of thin blue line propaganda and another board titled "Pew Pew" (https://ift.tt/3cGbrK4) full of thin blue line themed guns as well as bible quotes consistent with the ex calling her a Bible thumper. Most importantly the account contains a profile image that bears a striking resemblance to the female officer in the video below (https://ift.tt/3jiMR3a). Schneeberger is wearing a Shamrock Jack's Irish Pub t-shirt in her Pinterest image. Shamrock Jack's Irish Pub is a bar located on Culver Road in Rochester, New York (https://ift.tt/36GglTK). Based on the striking similarities between the Pinterest profile picture and the woman in the video combined with the overwhelming evidence that Hannah Schneeberger is in fact the name of a current Rochester Police officer we are confident that this is the right person. If you compare the images from Pinterest to the video below and the stills we took from it you should notice striking similarities between the two. Most notably the cheeks, nose, and forehead appear to match as well as the hair and eyes. She does look a little heavier in the cheeks in the video, so you need to keep that in mind. Rochester Police Officer John Soures ID'd at Pepper Spraying of Child

The Open Oversight project has identified one of the Rochester Police officers involved in the pepper spraying of a 9 year old girl as 26 year old John Soures (see link to profile above this article). We have been doing some research of our own to verify this information and to our surprise found out that Officer Soures has a very small online footprint. Besides the Open Oversight profile we could find just two other pages on the internet linking anyone by the name of John Soures to the Rochester Police Department (RPD), but those pages are enough to convince us that there is in fact a RPD officer who goes by the name John Soures and that officer was caught on camera at the scene of the pepper spraying of a 9 year old black girl. Those pages include a page from GovSalaries saying that in 2020 one John Soures made $43,621 as a patrol officer for the city of Rochester (https://ift.tt/36Fokk6) and a page listing Bald for Bucks participants from the RPD (https://ift.tt/3oQn1F0). The image above clearly shows a man with the name "Soures" on his uniform. That image is a screenshot taken from the video below. In that video Soures can be heard telling a fellow officer to "put her in your car" in reference to the 9 year old girl at about 5:30. At about 5:50 he can be seen putting hands on the girl as he helps other officers force her into a patrol car. At 7:00 the girl is sitting on the curb when Officer Soures tells her to "get up" and then forces her to get up by grabbing her and pulling her up. The video goes dark for awhile as the girl is placed in the patrol car. After that at 10:53 you can clearly see the name "J SOURES" on the uniform of a tall skinny officer wearing beanie on the right side of the screen. When we first wrote about this case and asked the public what the names of the officers are, we based our conclusions on a different video (https://ift.tt/39Eobzh). That video shows more of the pepper spraying and handling of the girl while she was in the back seat of the patrol car, but it does not show the names of any of the officers on their uniforms the way that the video below does. That is why we never noticed his name before. This conclusion allows us to say that Soures was directly involved in the battery of this child, but that he does not appear to have personally pepper sprayed her. In addition, we can hear one of the officers refer to another officer by name at about 5:25 of the second video (https://www.youtube.com/watch?v=ku41-899CHo) by asking, "Bradstreet what's her name?" From that we can conclude that the last name of one officer is Bradstreet or something of different spelling and similar pronunciation. Operation Oversight has a profile for one Adam K. Bradstreet (https://ift.tt/3pO5uib). We believe that to be the officer referred to by name in the video. We will follow up this article with separate piece dedicated to Bradstreet in the near future. Galveston Police Captain Pedro Alcocer Arrested for Domestic Violence

Galveston Police Captain Pedro Alcocer was arrested for assault causing bodily injury/family violence and harassment following a domestic violence incident earlier this week. The offenses are both misdemeanors so he only had to post $5,000 bail after turning himself in before being released under an emergency protective order which prohibits him for coming within 200 yards of the victim or having any type of communication with her. He was placed on administrative leave without pay. Specifics of the case have not been released so all we can do is speculate at this time. Statistically speaking domestic violence is one of the most common crimes we see cops get arrested for. Most male officers arrested for domestic violence are accused of hitting their wives, sometimes their kids, and the rest are gay. In wife beater cases slapping is a common weapon of choice as well as punching, shoving, and strangulation. Alcocer is charged with causing an injury so that could be due to facial bruising from getting slapped, strangulation marks around the neck, or worse, but probably not much worse or he would be facing a felony charge. Usually the accused have been drunk. Police officers have a habit of drinking heavily to cope with the guilt that comes with doing what they do. That combined with their propensity to violence makes many married officers ticking time bombs. Ironic since one of the most common reasons women marry cops is because they feel safe with them. That sense of security is often shattered soon after the honeymoon ends and they find themselves in the crosshairs suspected of causing more stress for someone already working a high stress job. By the time they realize who they really married it is too late and they are already prisoners in their own homes. Captain Alcocer has been with the Galveston Police Department since 1991 and has been a captain since 2019. According to public records some poor woman whose name we will not post has shared an address with Alcocer since at least 1989 and is about the same age. We speculate that she has probably endured years of abuse and finally had enough. If Captain Alcocer wants to put an end to our speculations he is welcome to send us a copy of the police report or he could ask his boss to do the right thing and release the details. Police departments have nobody but themselves to blame when members of the public start speculating about details after their officers are arrested and no details are released. If they don't want people fearing the worst they should just put the publics minds at ease by saying something beyond just what the charges are. They could at least issue a press release summarizing what their own people say happened. What are the Names of the Rochester Cops That Pepper Sprayed a Child?

In the video below you can watch these Rochester Police officers pepper spray a 9 year old girl as she begs for her father. The girl was in the back of a patrol car with her hands cuffed behind her back. Pepper spraying an adult, let alone a child, while they are handcuffed in the back of a patrol car is excessive force. The City of Rochester was quick to suspend these officers pending the outcome of an investigation, but they did not release their names. We want to know who they are. We know that if enough people see their faces that eventually someone will recognize them. If you live in the Rochester area take a good look at the facial screenshot collage on this page. The Rochester Police Department does not appear to be justifying this at all. Why not release their names just like they would any regular citizen that gets caught on camera abusing a child? A regular citizen would be in jail with their mugshot all over the news if caught on camera doing what these officers did. Everyone that has seen the video, including New York Attorney General Letitia James whose office is looking at this case, agree that nothing about it is ok.
