Captain Jeffrey Wheeler runs that Multnomah County Detention Center (MCDC) in Portland, Oregon with a rubber stamp for the Multnomah County Sheriff's Office (MCSO). Proof of this stamp can be found in the .pdf uploaded with this report. Wheeler reviews incident reports for an incident that he has no firsthand knowledge of and concludes that the truth must be an aggregate summary of conflicting allegations. Wheeler conducts no meaningful review. He just reads the rubber stamp provided by Captain Kurtiss Morrison and writes a slightly shorter spin of it. Wheeler's summary never mentions things like conflicting statements as to whether or not what was thrown at them was powder or chips. That is significant since one version provided by deputies alleges the throwing of pre-powdered spicy chips in a manner intended to blind deputies. Another deputy says that she heard chips hit the wall and that she slipped on the chips on the floor. Whether or not this incident was an ambush is clearly in dispute according to the deputies' own statements, but you wouldn't be able to tell that from Wheeler's summary. He also endorses an explanation of the inmate's broken arm that makes no sense. The deputies claim to have broken the arm on the fifth floor but also say that the inmate never complained of pain until after being taken to the fourth floor. A lay person can conclude that a broken arm, especially the largest bone on the left arm being broken in half, is an extremely painful injury that no human being could hide. Had the injury been inflicted as Wheeler's summary suggests, then the inmate would have complained of the pain on the fifth floor. Rubber stamp review practices like this just enable bad deputies to abuse inmates knowing that their superiors won't scrutinize their side of the story.#jefferywheeler #multnomahcountyjail
