Fillmore County Interim Sheriff Steve Julich was arrested for drunk driving over the weekend after deputies in neighboring Steward County responded to the scene of an accident. Sheriff Julich refused to take a sobriety test and was booked into the Steward County Jail on suspicion of drunk driving. Julich posted $500 bail and was quickly released. No one was injured in the accident. The Fillmore County Board met Tuesday and chose to allow Julich to remain their Sheriff as the investigation continues. Julich was sworn in as Interim Sheriff last year following the retirement of William Burgess. Julich had announced his intention to run for Sheriff, but this incident will likely tarnish his campaign. According to public records, Steven A. Julich is a 41 year old resident of Geneva, Nebraska. Colorado Springs Police (CSP) officer Shane Reed is facing charges of kidnapping, child abuse, menacing, and harassment for grabbing a 15 year old boy by the wrist, dragging him about 20 feet, shoving him into a fence, and threatening to kill him before adding that nobody would find his body. Court documents have not made it clear exactly how Officer Reed and the boy know each other. The CSP has placed Reed on administrative leave pending the outcome of the case. According to the arrest affidavit (uploaded as PDF above), the victim was walking with a friend when Reed (presumably off duty) pulled up behind the boys in his personal truck and shined his headlights on the boys before exiting the vehicle. Reed then targeted one of the boys with an angry comment we believe to be in reference to another kid. The comment has been quoted in the press as" he loves the f***k out of [redacted]" which we think is an indicator of some sort of dispute between the victim and somebody Reed cares about. Given the description of events we think the victim probably had a quarrel with another kid in the neighborhood that Reed is close to. We think Reed was probably trying to scare the victim out of causing the person he claims to love future problems. While he may have had the right idea initially, he let his feelings get the better of him, and handled it inappropriately. A local media outlet contacted the phone number registered to Shane Reed. Somebody picked up, would not identify himself, and said that they had the story wrong, but would not elaborate. This case appears similar to a case from last year when an elderly former officer lost it on some neighborhood kids and decided to create his own scared straight program (https://ift.tt/4Cx1EmQ). In that case the officer appeared to think that he could take matters into his own hands and teach kids to respect their elders, but he ended up being the one learning a lesson. Albuquerque Police Lt. Jim Edison earned $242,758 in a one year period from 2020-21 due largely to his personal abuse of overtime opportunities that presented themselves as a result of the COVID pandemic and Black Lives Matter protests following the murder of George Floyd. He was able to get away with it because the Albuquerque Police Department (APD) was already notorious for failing to police their own, especially when it comes to overtime abuse, before they were forced to work harder. As a result, Lt. Edison was able to make more than Albuquerque Mayor Tim Keller ($125,279) and New Mexico Governor Michelle Grisham ($110,000) combined. Edison's job was little more than sitting behind a desk in former APD Chief Mike Geier's office where the biggest threat to his safety was papercuts, but rather than rejoice at reaching a level in his career that allowed him to make more than most cops while sitting behind a desk he got greedy. He frequently engaged in what is known as "call out overtime" which involves off duty officers being called back to duty outside of normal working hours. Those officers are paid time and a half as overtime. For instance, if a fellow officer gets caught killing an unarmed black man by kneeling on his neck for over 9 minutes, people react by protesting mostly peacefully, and the riot team gets called up to put them down then any member of the riot squad that was not scheduled to work at that time receives overtime pay. That is why it is better for the law enforcement community as a whole to provoke the public because it just means more overtime for most of them with the limited exception of individual officers that get thrown under the bus from time to time. In this case, Lt. Edison engaged in minor tasks remotely from home before billing the department more hours. For example, Edison would forward voicemails to other officers while off duty before claiming an hour of call out overtime for each call. He did the same thing when responding to emails from home. It seemed Edison's practice was to round up to the nearest hour instead of counting minutes. Then things got worse when he began billing the department multiple hours for minor tasks. His escalated activities included claiming 8 hours of overtime for 7 minutes of work, claiming 10 1/2 hours for 22 minutes of work, claiming 2 hours for simply emailing a spreadsheet to the deputy chief, and countless more from April of 2020 through April of 2021. Former Chief Geier described Edison's behavior as "creating his own overtime cash register" while current APD Police Chief Harold Medina is playing the role of victim saying that, "Jim Edison deceived Deputy Chief Smathers and Deputy Chief Smathers took accountability for that and was disciplined." San Antonio Police officer Nesta Reid was arrested a couple days ago after fellow officers discovered an unmarked patrol car last known to be used by Reid abandoned on railroad tracks without any license plates. The vehicle's laptop was also missing. Reid is now charged with Theft of Vehicle, Obstructing Passageway/Roadway, and Tampering with Physical Evidence. Investigators allege that Reid had crashed into a barrier earlier causing minor damage to the vehicle. Why Reid appears to have tried to stage a theft to cover up his minor accident is not clear, perhaps $59,000 a year is not enough to cover minor auto body repairs (https://ift.tt/YRPEk8p) or maybe he was just being cheap.
